A.6. Evaluation review report
The evaluation review report summarises the strengths and weaknesses of systems options in a system selection or a similar process.
The report is produced during the comparison and evaluation process, after options have been assessed, as an input to decision making.
The report is produced by the system governance manager, in consultation with the evaluation owner.
The report is circulated to the evaluation stakeholders.
The purpose of the report is to help the evaluation owner and stakeholders make an informed decision, not to recommend what that decision should be. Within the report, stress that the report should only be taken as one input to the decision making process. Avoid phrases like “the best option”.
Summary
Summarise the main findings of the review.
List the overall scores for each option.
List any high-priority issues that would be a barrier to selecting any of the options, or which would require significant additional work to overcome.
Introduction
Explain the purpose of the report, and the limitations of the report.
Briefly summarise the comparison and evaluation process, for the benefit of those who have not been involved. Explain the coverage of the criteria. See Scope of criteria.
Refer to the full assessment reports which contain the textual responses for the options and the grading. Consider attaching these as appendices to this report.
Results
For each option in turn, provide:
- The overall score, and the score per criterion group.
- A list of issues that have been detected, and their priority.
- A statement of the impact of selecting the option. Explain what would be required to make this option acceptable, or if this is not possible, the impact of running with a less than fully acceptable option.
- Any other relevant findings, for example if it has not been possible to complete or validate the assessment.
